If you are calling them into the Guidance, they will not hear, and you can see them staring at you, while they are not seeing the Insight.
When the Mecca pagans were called to the Guidance Adhikr, they were staring at Messenger with their eyes, but they were not using their insight (the soul). Today, since Adhikr which is the Guidance and Insight is codified, the Fujjar who hide and reject Adhikr are
the true disbelievers as explained in verses 4: 150-151. It is told in verse 68: 51: "Indeed, those who disbelieve would almost make the believer slip with their eyes when they hear Adhikr, and they will say about the believer that he is affected by Jinn". If a believer explains Adhikr to the other people belonging to Messenger's community who don't know the Arabic language, they will accept It solemnly. See explanation 2: 18-19, 170; 6: 36, and 89-90.
